Pi2 Platform

The real Pi2 Platform foundation is now in place. This shell deliberately contains no authentication, organisations or product data yet; those capabilities will be added through bounded, auditable Platform slices.

Readiness is backed by the private Platform Control PostgreSQL boundary using the runtime role only.
